This year the review was carried out remotely via circulation of reports and /teams discussion on 21 May 2024.

The Annual Review was held in compliance with the requirements of the Information Commissionaire’s CCTV Code of Practice, Surveillance Camera Commissionaires Code of Practice and pursuant of the principles of Quality Management.

Caerphilly County Borough is in southeast Wales and straddles the border between the historic counties of Glamorgan and Monmouthshire . It is bordered by Cardiff to the southwest, Newport to the southeast, Torfaen to the east, Blaenau Gwent to the northeast, Powys to the north, Merthyr Tydfil to the northwest and Rhondda Cynon Taf to the west.

Mission Statement

The CCTV Scheme Owners, Caerphilly County Borough Council, the management team and all its employees are committed to achieving the objectives of the scheme by compliance with the Scheme management Policies & Procedures This ensures the evidential value of all the data stored by the Scheme pursuant of its stated objectives whilst honouring the human rights and civil liberties of all subjects captured on CCTV.

This aim will be achieved by strict adherence to Scheme management policies, and the application of recruiting and training procedures. The latter ensure the suitability of all staff to the task and appropriate training equips the individual for the challenges achieving a lead position in CCTV management and control.

Our commitment will be communicated to, and understood by all employees and stakeholders through training, and by dissemination into the public domain.

We will develop and promote a culture of transparency in the management of our scheme in order to enhance the confidence of our stakeholders in the concept of CCTV surveillance and we will review our policies and objectives annually to ensure ongoing value of service.

The agenda subjects and associated outputs are recorded below:

Review of scheme objectives including any policy changes

The objectives and policy of the scheme remain subject to continuous scrutiny and where appropriate review. As a result of the compliance audit for the NSI Silver Standard in summer 2022, Caerphilly County Borough Council has agreed to carry out credit checks on all new employees as part of BS7858: 2019

The purpose of the CCBC CCTV scheme remains unchanged and appropriate.

Changes in the scheme boundaries and camera numbers / positions

The scheme boundaries remained unchanged.

Currently the number of Public Space CCTV cameras monitored by the Control room totals 170+.

CCBC currently has 24* 4G cameraswhich are deployed, and the relevant Privacy Impact Assessments have been carried out. 3 of these were replaced with new cameras as part of ongoing improvements to the CCTV scheme and a further additional 1 purchased. Requests for deployment are made via CD080. Whilst all cameras are monitored by the CCTV Control Room, 2 cameras are deployed via Tenancy Enforcement, 1 purchased by CCBC with funding from Penllwyn Partnership for the Penllwyn area, 3 deployed by the Community Safety Unit, 5 are permanent installations and 7 are short term deployments managed by the CCTV Control Room. A further 6 were purchased by Gwent Police via Safer Streets funding and are managed jointly between CCBC and Gwent Police.

The mobile CCTV unit remains operational, staffed by the Community Safety Wardens. Prior to deployment, requests are forwarded to the Control Room Manager on form CD079 who completes the assessment on suitability of location and the required Privacy Impact Assessment (D.P.I.A). Management of Data is in accordance with Community Safety Wardens procedures utilising the DEMS evidential management system.

CCBC are renewing existing Data Privacy Impact Assessments on all camera systems as the current ones expire. In the period April 2023 to March 2024 a total of 68 Privacy Impact Assessments were completed with 25 on Permanent Public CCTV camera systems and 20 on the 4G redeployable system. A further 23 were approved for the use of the Mobile CCTV unit.

A list of current camera deployments was circulated and agreed and will be appended to this Annual Report for the Information Commissioners (Appendix 1).

CCBC have entered into a contract with Blaenau Gwent County Borough Council (BGCBC) to monitor their cameras in 6 town centres, Abertillery, Blainau, Brynmawr, Cwm, Ebbw Vale and Tredegar implemented in Spring 2023.

Caerphilly CCTV and Gwent Police continue with the Memorandum of Understanding with regards to storage of information in the CCBC Evidence Locker, Police access to the CCTV Control Room and dealing with RIPA requests. The MOU has recently been amended to also include the BGCBC area.

Review of the preferred suppliers list and current contracts

The list of the current suppliers was discussed at the meeting and their ongoing usage confirmed. All the suppliers listed have historically provided good service to the scheme therefore would not be removed for any negative reason. This contract is due for further tender in July / August 2024 with a start date of 4 October 2024 unless the option of an additional year is agreed by both parties.

Selection of external suppliers is made in strict accordance with CCBC Procurement Procedures and Standing Orders.

Review of the Data Protection Act and relevant legislation/codes of practice

General Data Protection Regulations 2016 and Data Protection Act 2018 came into force on 25 May 2018 and all relevant Policies and Procedures have been amended to incorporate the new Act and Regulations.

CCBC CCTV reviewed the forms used for Data Access requests and continue to use the 4 forms with amendments for the GDPR 2016

All requests under Freedom of Information are now channelled through Caerphilly County Borough Council Information Unit.

CCBC has a Privacy Impact Assessment form (Appendix 2) in place and PIA’s are being implemented for all cameras assessed in accordance with Information Commissioners Office and GDPR guidance.

Requests for deployment of 4G cameras are made via the attached forms (Appendix 7)

Privacy Blocks are installed on cameras covering residential areas.

Review of information currently in public domain

The CCBC website contains information on camera locations, Privacy Impact Assessments, complaints procedure plus a copy of the Annual report and statistics. Information has been transferred from the Safer Caerphilly website on to the CCBC website with the Safer Caerphilly website redirecting users.

We continue to use the revised CCTV signs that were installed in April 2016 which (Appendix 8) include website address etc. and ensure any signs that may have been damaged, removed are replaced and areas currently low on coverage are sufficiently covered. Currently 793 signs have been installed / replaced and an audit of the existing signage is in progress to check for repairs / replacements etc.

Review of Equal Opportunities and & Health & Safety Policies

Caerphilly County Borough Council is committed to equal opportunities in all aspects of employment and will take positive steps to reduce any disadvantage experienced by all individuals and groups. The Council also recognises that equalities contribute to the most effective utilisation of employee skills and abilities. To achieve Best Value the Council must ensure equalities are built into all areas of employment and service provision.

Night worker assessments have become compulsory for all staff working nights every 3 years, CCBC operators are also offered additional assessments every 1st and 2nd year. All staff are offered the night worker assessments in accordance with the 3 yearly cycle.

Maintenance schedule and results of performance testing

The maintenance of the CCTV System continues with CDS Security and Fire, who were awarded a three-year contract with option to extend by one further year as per the original tender bid conditions The contract for maintenance was awarded on 4 October 2021.

Shield Fire and Security services Ltd provide the Consultancy Service which had been tendered and awarded on 4 October 2021.

Digital improvements to footage provision include the ability to upload CCTV footage directly into NICE digital evidence management system in response to requests from Gwent police.

Sharepoint is also used for non-police requests with DVD’s / hard drives only being utilised for very large data requests.

Annual report and supporting statistics

The criteria agreed for reporting of statistics remains the same as previous years and in accordance with BS7958:2015 (Appendices 3, 4 and 5).

Review of audit results, internal and external, to include verification of corrective actions and analysis for preventative action.

As an integral part of his supervisory responsibilities, the Control Room Manager undertakes regular dynamic/pro-active audits of stored data on an ongoing but informal basis, plus regular monthly audited checks. Copies of the log sheets are available for inspection.

An example of such auditing is the analysis of data from the Synetics digital system, which highlights the operation of CCTV cameras by the CCTV operators, recording the numbers of incidents both reported and monitored by them and requests for assistance from Gwent Police. This audit, analysis, and data forms part of the Personal Development Review process, which the manager undertakes with each Operator.

The CCBC Internal Audit was carried out in accordance with section 4.3.7 of BS7958:2015 in June 2022 and is due to be repeated. Officers have contacted Internal audit to request an audit / review during 24/25.

Review of outstanding issues from minutes of management meetings

Monthly management meetings are held and team meetings as required with relevant information communicated to all CCBC CCTV staff and other interested parties by way of email.

Review of staff levels and recruitment needs

Currently in the process of recruiting 2 part time members of staff to cover vacancies within the control room. Relevant background checks will be carried out before employment commences in accordance with BS7858:2019.

Review of training needs

Staff are trained to the required standard for the SIA licence and are in possession or in the process of renewing their SIA licence. New starters have all completed the SIA licence training and have the SIA license.

Even though all CCBC CCTV operators have undertaken structured training, training needs are under continual review to ensure individual / team skills are maintained and enhanced. CCBC continue to provide annual internal training on Data Protection. Additional training has been provided on emergency first aid and communication. All operators have also completed the ACT Action Counter Terrorism Awareness and Security E-Learning.

In order to continuously improve CCBC CCTV operators need the opportunity to share feedback on their performance, be set clear objectives, have their learning and development needs addressed and be given the opportunity to fulfill their potential and develop their career within the Council. The CCBC Performance Development Review process will support the achievement of meeting these outcomes to the benefit of the employee, team, and organization.

The My Time and MY Time Extra PDR meetings take the format of an annual review and regular 121 meetings throughout the year between the line manager and team member. The annual review considers:

  • performance over the previous 12 months
  • review of objectives set
  • impact of learning and development undertaken
  • objectives for the following year
  • learning and development needs

Appendix 3

A summary of graphs identifying the work of the CCTV Control Room

Graph 1 identifies the number of incidents per month from the CCTV system. It identifies 3 types of incidents plus an accumulated total reported incidents which are live incidents either reported to Police by the Control Room or by Police to the Control Room.

Non-reported incidents which are potential incidents monitored by Control Room staff but not requiring Police assistance.

Retrospective Incidents are incidents where CCTV has been requested by Police etc. after the incidents has occurred.

It identifies that July to November and February and March are the busier months.

Graph 2 shows the number of occasions per month operators have selected cameras in total plus out of the total, how many were under the control of the operator and how many were not controlled by the operator. Figures vary from 24803 in March 2024 (lowest) to 350003 in May 2024 (highest)

Graph 3 shows the number of dedicated targeted CCTV patrols carried out on, a monthly basis. A patrol is a systematic check of every camera in a particular area used to ensure a thorough check of an area and a maintenance check of the camera. Figures range from the lowest month of June with 1923 patrols to August with 2424 patrols.

Graph 4 shows how many occasions CCTV has been uploaded to the Police NICE system. NICE Investigate is a Digital Evidence Management Solution (DEMS) software tool that automates the entire digital investigation and evidence management by helping police investigators close more cases, faster.

Figures range from the lowest month of June with 24 patrols to February with 67 patrols.

Graphs 5, 6 and 7 summarise the number of CCTV incidents in Total by each Town centre on a monthly, basis and includes the total of reported and not reported incidents only. It identifies the 3 busiest towns as Bargoed, Blackwood and Caerphilly.

Graph shows that Violence and Sexual Offences are the highest category with bike theft and theft from person the lowest category.

Appendix 7

CCTV 4G re-deployable camera request form CD080.

Caerphilly County Borough Council operates a small number of 4G network re-deployable CCTV cameras. All CCTV Monitoring is carried out in accordance with the following existing CCBC CCTV Control room policy and procedure manuals which incorporate best practice and guidance form the following:

  • Local Government Information Unit (LGIU)
  • CCTV User Group,
  • Police Scientific Development Branch, (PSDB) and the Home Office.
  • BS 7958:2015 Closed Circuit Television (CCTV) – Management and Operation - Code of Practice
  • BS 7499: 2013 Static Site Guarding and Mobile Patrol Services – Code of Practice (Relevant Parts)
  • BS 7858: 2012 Security Screening of Individuals Employed in a Security Environment – Code of Practice
  • Information Commissionaire CCTV Code of Practice
  • Home Office Surveillance Camera Code of Practice

Requests for deployment of the 4G re-deployable cameras will be assessed internally using this form as part of the evidence to justify deployment of CCTV in accordance with the Surveillance Camera Commissioners requirement for a Privacy Impact Assessment.

No deployment of CCTV will be considered unless it is in accordance with

  • CCBC CCTV scheme objectives
  • Completion of the Privacy Impact Assessment.
  • The location has experienced serious, frequent antisocial behaviour which has negatively impacted on wider community.
  • The area will shortly be experiencing significant physical redevelopment, which is likely to lead to increased risk of crime or disorder.
  • Temporary CCTV coverage of an area where the permanent public space CCTV camera undergoes repair.

Scheme Objectives

The primary objective Scheme Scheme

  • To preserve life and to minimise the risk and danger to the vulnerable through effective CCTV monitoring.
  • To assist in the detection of crime.
  • To facilitate the identification, apprehension and prosecution of offenders in relation to crime and public order.
  • To assist in the restoration of tranquillity and reduction in anti-social behaviour.
  • To prevent or mitigate interruptions to traffic flow (not to enforce breaches of the traffic law).
  • To assist in the reduction of the fear of crime and anti-social behaviour thereby promoting the reassurance of the communities affected and promoting community regeneration throughout the region.

The Scheme specifically excludes:

  • Sound recording in public places
  • The use of stored images for entertainment purposes or commercial use

In pursuance of these key Scheme data

Under no circumstance will any covert surveillance be carried out. All surveillance will be overt.

Appendix 8

Appendix 8 is an image of the standard CCTV sign that is installed in the areas where CCTV is deployed. It states CCTV Images are recorded for the purpose of Crime Prevention and Community Safety along with the contact number 01443 815588.

Appendix 9

Police Feedback and Views on CCTV

CCTV is an invaluable tool in assisting the police to reduce incidents of crime and anti-social behaviour. Without it, it would be difficult for us to bring perpetrators to justice. To add to this, it offers an element of reassurance to local residents,  visitors and business owners in the area, both during the day and within the nighttime economy.

It is essential for the system to remain.

Some recent  I can provide is the identification of some Homeless males that were arrested for a Public order related matter on Cardiff Rd, Caerphilly Town Centre.

We also had 2 x female offenders who were identified for theft of a ladies handbag on Caerphilly Town.

A particular good recent example from me would be for Occurrence 2400122528,CCTV on the 16/04/2024 theft of motor bike, An operator has captured incident take place on camera and has taken manual control of the camera and followed the subject, allowing officers to review and identify the males responsible  from this footage alone.
